Sending or updating a message may take minutes. When you first create a message, it's sent to everyone in the Excel recruiting database plus everyone on the mailing list.

Then, over time, any new people that register and join either the database or the mailing list will receive the message automatically. If you update the message, new people joining will receive the updated message.
