Can I submit an abstract of my ICML's submission to another conference before decisions are out?

Yes. So long as you do not submit a full paper to another venue before ICML decisions are announced, this is not a violation of ICML 2021's dual submission rules. (It is your responsibility to check the dual submission rules of the other venue.)
